Crime prevention & violence reduction

We collaborate with local, state, and federal partners to assist with crime prevention and harm-reduction strategies. Ours goals are to work with state and local officials to promote positive change in our community through education, training, health, wellness, and equipping young men with positive influences who are already in our community.

Community engagement & inclusion

The Police Department acknowledges our mission to serve communities in North, Northeast, West, and Southwest Philadelphia, Germantown, and West Oak Lane. We’ll work with the community to develop the best policing policies specific to our community.

Community Partnerships

We work in conjunction with local government officials, city council members, members of the DA’s office, AmeriCorps City Year, the Oronde McClain Foundation, the Philadelphia 76ers, and many more groups and individuals in an effort to reduce crime and violence.

Our outreach program relies on active members of the community for the resources required to provide our youths the materials, experiences, and ability to enrich their lives. 

How it Started

In the heart of Philadelphia, a city known for its rich history and vibrant culture, a glimmer of hope emerged from the darkness that often shrouded its streets. It all began with a young man named Israel LaPrince, whose life took an unexpected turn, propelling him to create a haven for at-risk children, teens, and young adults - a sanctuary that would offer them a chance at a brighter future. This haven would soon be known as the "Other Options Outreach Program," a 501(c)(3) charitable organization that would change countless lives and ignite a beacon of positivity in the community. Israel's journey toward founding this remarkable organization was birthed from the depths of personal tragedy. At the tender age of 14, he faced an unthinkable loss when his best friend fell victim to the relentless violence that often plagued the streets of Philadelphia. Witnessing the life of someone so young and full of potential brutally snuffed out was a wake-up call that would forever shape Israel's path. The pain and sorrow he felt served as a catalyst for change, inspiring him to rise above the adversities that surrounded him.

But tragedy did not stop at the loss of his best friend. Israel himself became a victim of the city's harsh reality when he was confronted by the cold barrel of a gun during a neighborhood robbery. These two harrowing experiences became pivotal moments in his life, serving as a stark reminder of the urgent need for a safe space where the youth could find solace, guidance, and support.

Fueled by a burning desire to channel his experiences into something positive, Israel embarked on a transformative journey. He made a pivotal decision to join AmeriCorps NCCC, a decision that would lead him far from the familiar streets of Philadelphia to the sun-soaked landscapes of California. It was within the folds of AmeriCorps that Israel discovered the power of community, the strength of purpose, and the unparalleled joy that came from helping those in need.

As Israel worked tirelessly alongside his AmeriCorps peers, aiding communities and making a tangible difference in the lives of young children and people, he felt a sense of fulfillment that was unlike anything he had experienced before. The notion that he could be a source of positive change, a guiding light for those who needed it most, fueled his determination even further.

With his newfound sense of purpose, Israel returned to Philadelphia, his heart set on transforming his vision into reality. Drawing inspiration from his AmeriCorps experience, he established the Other Options Outreach Program. It was more than just a program; it was a sanctuary - a haven of hope and opportunity for at-risk children, teens, and young adults who yearned for a chance to break free from the cycle of violence and hardship.

Through the program, these young individuals were offered a safe environment to receive counseling, personal development, life experiences, and a sense of community. They were provided with educational aid, job training, and unwavering support, all with the intention of empowering them to make better choices and carve out brighter futures.

Over his 25 years of service, Israel's impact expanded even further. He collaborated with elected officials, partnered with organizations such as the Suicide Prevention & Awareness Task Force, Jewish Federation, Philadelphia Clergies, and various non-profit organizations. His dedication reached even the heart of the city's sports culture, with the Philadelphia 76ers and Phillies joining his cause.

Israel's unwavering commitment has permeated every corner of Philadelphia and its surrounding counties. His devotion to the community has spearheaded transformation, providing "Other Options" for those who yearn to escape the grip of violence and despair. Through his tireless efforts, Israel LaPrince has proven that one individual's dedication can spark an enduring flame of change, casting a brilliant light of hope onto a city that yearns for renewal. He has truly committed his life to serving the people of Philadelphia and its surrounding counties, bringing about tangible and lasting change through the Other Options Outreach Program.

that has participated in several projects such as “Peace Patrol” at Tiffany Elementary School (Chula Vista, CA), Mt. Palomar Butterfly Garden (Palomar Mt., CA), Facelift 100 (San Diego, CA), Eagle Building (Pocatello, ID), ESCA _(Escondido, CA), a_nd Project MANA (Incline Village, MV) – 1996-1999.

Volunteered

to present about the AmeriCorps NCCC to Philadelphia High Schools such as Martin Luther King and Germantown – 1999.

Community Activist

that created the Congregation Temple Beth’ELs Youth Justice Outreach Council to help increase the awareness of youths regarding African and African American Heritage. The outreach program provided youths ages 11-21 a better understanding of the two cultures and how each of the cultures had an impact on today’s society. The youths were exposed to museums, such as the African American Museum Jewish Museum, and the Constitution Center located in Philadelphia – 2009-2012.

Grassroot Leader

of “Other Options” community-wide event under the supervision of Councilwoman Donna Redd-Miller. The event focused on youth and families in the 59th ward, and was dedicated to protecting communities, strengthening families, and promoting rehabilitation, as well as preventing youth violence. This event also worked to increase positive behaviors, social networks and relationships, and attitudes towards working together with Counsel, community members, and advocates in providing “Other Options” to the youth and families through various and other positive options to violence with hopes of producing more productive citizens – 2011.

Volunteered at Hope Outlet

a subsidiary of the Hope Rescue Mission under the direction of Store Manager Christian Santiago and fed over 250 hungry and homeless individuals in Reading and Berks County- 2019.

Provided

companionship and wellness visits to the elderly (65+) in Philadelphia and the surrounding counties during the pandemic as the founder of “Other Options Inc.” – 2020-2023.

Antoinette D. LaPrince, MHP

Lead Data Scientist

Originally from Philadelphia, Antoinette returned to Philadelphia to earn a graduate degree from Drexel University School of Public Health. She is a highly talented and result-driven Clinical and Health Service Research professional with a Master of Public Health in Epidemiology. Antoinette has been working in Clinical Research for over 20 years as a Project Manager, Senior Research Analyst/Epidemiologist, and Lead Senior Data Scientist for organizations such as Press Ganey, Albert Einstein Medical Center Cancer Center, West Oak Lane NORC Initiative Aging-Support Program, Community Behavioral Health, Merck, and Syneos Health.

Antoinette also obtained a bachelor’s degree from Penn State University in Statistics and Operation Information Systems Management. She also has a Certification in Secondary Mathematics Education from the University of Delaware along with various certifications in Clinical Research/Data Analytics.

She manages projects from planning to completion, delegates effectively, and motivates team members to achieve project goals/objectives on time in various research and academic settings. She is experienced in building an excellent rapport with clients, team members, and all levels of management. And she’s able to problem solve especially in deadline-driven environments and transcend culturally.

She has been influential in the various communities, especially in the educational arena in Appoquinimink School District and Penn State University Abington/Aria Health School of Nursing.

Antoinette is known for her analytical abilities, outstanding leadership, project management, and communication skills. Her collogues often describe her as detail-oriented, an “analytical goddess,” proactive, and fun to be around.

Sharee Lynette Graves

Community Activist

Sharee was was born and raised in Philadelphia, PA and is the second eldest of eight children. She has always had a passion for young people. She’s lived her life encouraging and uplifting persons of all generations through her artistry and her helping hand. Sharee has partnered and volunteered with many non-violence events and organizations within churches and communities in New Jersey, Delaware, and Philadelphia. She has volunteered with feeding the homeless and shelters every Thanksgiving for the last seven years within her home church and outside organizations. She has participated in the Reeds Program of Philadelphia which assists and reaches young children in their reading comprehension. Sharee continues to volunteer within the community and hopes to one day build a nonprofit organization that focuses on mentoring and counseling young adults.

Candace B. Jones

Research Analyst and Data Scientist

Candace B. Jones is a dedicated and compassionate individual whose life has been marked by a deep commitment to improving her community and the lives of those around her. With an impressive career spanning 27 years as a Research Analyst and Data Scientist at Quest Diagnostics, Candace has not only demonstrated her analytical prowess but has also used her expertise to make meaningful contributions in the healthcare industry. Her work at Quest Diagnostics has been instrumental in advancing diagnostic technologies and improving patient care.

Beyond her professional accomplishments, Candace has shown an unwavering dedication to humanitarian causes. Her selfless spirit led her to join the Peace Corps and embark on a transformative journey in India, where she worked tirelessly to uplift underprivileged communities. Back home, she has been an active volunteer at her church, the Red Cross, United Way, Other Options Outreach Program just to name a few, channeling her energies into addressing critical issues such as combating domestic violence, drug and alcohol/substance abuse, and supporting at-risk youth. Candace’s multifaceted contributions to society highlight her remarkable ability to merge her analytical acumen with a genuine passion for social change, making her an inspiring figure in both the corporate and community spheres.

Khyel T. Dicks Sr.

Human Services Professional

Khyel has over twenty years of experience working with children and adults with intellectual and developmental disabilities/autism. Mr. Dicks has served on a Director’s level for the past ten years with several agencies in the areas of quality management, project management, regulation compliance, risk management, program development, to list a few. Mr. Dicks’ approach to his profession and relative endeavors is summed up in a quote from Ghandi: “Be the change you want to see in the world.”

Tiffany Lim (she/her)

University of Pennsylvania, 2025 Candidate for B.A. in Chemistry

I am a senior at the University of Pennsylvania, majoring in chemistry, and a proud Philadelphian with a deep commitment to community involvement. My journey began when I worked at the Philadelphia Public Library as a teenager, and since then, I’ve continued to volunteer with various local organizations, including the Ronald McDonald House and the Mütter Museum. I also volunteer on weekends with my university club, the Brain Exercise Initiative, at the Care Pavilion Nursing Home, where I connect with elderly residents and help improve their cognitive skills through engaging games and activities.

In addition to my community involvement, I have a wide range of academic and professional interests. At my university, I conducted research on gene contributions to lung regeneration. I also worked as a technical sales intern for an aircraft materials company, gaining insights into the technical and commercial aspects of materials science. These experiences have given me an unusually broad knowledge base and a unique perspective that I bring to all my engagement in the community.
